ACPA's popular Tech Day is scheduled for Friday, December 2 at the ACPA Annual Convention.

Each of the concurrent sessions follows a specific track, including: Sustainability; Surface Characteristics; Emerging Technologies; Contracting Methods & Specifications; and Design/Construction issues.

Featured speakers will present the latest research results, technological developments, and best practices associated with concrete pavements.

The event will begin with a general session, which will feature speakers on the Green Highways initiative and surface texture.

The ACPA convention is scheduled for November 30 to December 2 at the Renaissance Esmeralda Resort and Spa in Indian Wells, Calif.

ACPA Literature Addresses
Alkali-Silica Reaction Acceleration
 

The latest issue of ACPA's R&T Update addresses surface deterioration caused by alkali-silica reaction (ASR) acceleration by potassium acetate deicers.

The issue also details an interim procedure developed by the Innovative Pavement Research Foundation (IPRF) and Federal Aviation Administration (FAA) to screen and mitigate ASR by airfield pavement deicers for new concrete pavement construction.

ACPA's work in this area, including the R&T UPDATE, were prompted by the FAA, which sought a solution to the problem.

The agency plans to publish ACPA's report in an FAA engineering brief.

 
"By placing the R&T UPDATE in a brief, it becomes significant and is considered by all consultants and airport officials during design of a new pavement on airfields," said Rodney Joel, P.E., FAA's Pavement Engineer, based in Kansas City, Mo.   The FAA will use the latest R&T update in an upcoming brief sent to consultants and airport officials.

Joel plans to add commentary to indicate that while the FAA has not completely resolved the technical issues, research on the topic continues.

He also said he wants to dispel rumors that the FAA discourages the use of deicer chemicals and the use of concrete.
The FAA will release the brief later this fall.

Industry Research Alliance Approves Plans
 

The Transportation Engineering and Road Research Alliance (TERRA) board members met yesterday to approve a three-year strategic plan and an annual business plan.

"With the approval of these new plans, TERRA has a clear direction and a very straightforward working plan," said Gerald F. Voigt, P.E., ACPA President and CEO. Voigt serves on the TERRA Board of Directors.

 
"These are important steps in our mission of expanding the reach and offering the full capabilities of this world-class testing facility to more people, companies, and public agencies in the surface transportation community," he added.
  Far reaching ... Expanding its reach and offering the capabilities MnROAD to the surface transportation community are among TERRA's key objectives.


Board members also heard a presentation on "Lessons Learned from MnROAD" from Len Khazanovich, PhD, of the University of Minnesota Department of Civil Engineering.

With the goal to demonstrate MnROAD's capabilities to the broad surface transportation community, Khazanovich is compiling a list of projects and other facets of research and testing conducted by MnROAD.

Voigt added that the National Concrete Pavement Technology Center — the industry's new research and technology center — has become a member of the TERRA board, as has the Norwegian Public Road Association. The Associated General Contractors (AGC) of Minnesota is said to have committed to participating on the board, as well.

The goals for this vision of the future use of MnROAD include:
• to expand productive research partnerships;
• to provide effective transportation engineering and road research; and
• to communicate transportation engineering and road research activities, benefits, and results.

TERRA is a road research governance structure that exists to facilitate a comprehensive research program, with a focus on gathering the transportation industry to take advantage of the MnROAD test facility and associated resources. Voigt represents ACPA on the Board, which also includes Matt Zeller, P.E. (Concrete Pavement Association of Minnesota), and Tom Cackler, P.E. (for the National Concrete Pavement Technology Center), representing the concrete industry.

The TERRA board also is comprised of industry representatives from the Federal Highway Administration, Mn/DOT, and local agencies, as well as members of academia, the ready-mixed concrete industry, and the asphalt pavement industry.

ACPA Urges Early Registration for World of Concrete
 

ACPA encourages members to network with 1,600 exhibiting companies at the 2006 World of Concrete show from January 16 - 20 at the Las Vegas Convention Center in Las Vegas, Nev.

World of Concrete Encourages Early Bird Registration for Women's Forum
 

A special "Women in Concrete" forum will be among the highlights of World of Concrete. Early registration for the forum will be $25 until December 30, and then $40 thereafter.

The forum aims to bring together women in the concrete construction industry to network and has already received positive responses, according to organizers from Hanley Wood.

The event will take place Wednesday, January 18 from noon to 2:00 p.m. in the Las Vegas Convention Center during the World of Concrete Convention.

ACPA Offers Final Copies of Conference Proceedings
 
ACPA is offering its final few proceedings from the 2005 International Conference on Best Practices for Ultra-thin and Thin Whitetoppings.

The proceedings are a valuable resource on current whitetoppings technology. The proceedings feature state, regional, and field perspectives on whitetoppings presented at the event, which was sponsored by ACPA, the Federal Highway Administration, the Colorado Department of Transportation, Transportation Research Board, and International Society for Concrete Pavements. Admixtures Supplier Opens New Manufacturing Facility
 

Degussa Admixtures, Inc. recently opened a new manufacturing facility in Phoenix, Ariz., to serve the company's ready mix and precast concrete producer customers in Arizona and New Mexico.

 
The 20,000 square-foot, 4-million gallon/year plant will serve as a manufacturing location for the majority of the bulk admixture products sold in Arizona and New Mexico. The facility also will serve as a warehouse and distribution location for the company's other admixture products.

 

Concrete Paving School to Offer Training Workshops
 

Guntert & Zimmerman Const. Div., Inc., will hold its 19th Annual Concrete Paving School from January 24 - 26 in Ripon, Calif.

Participants may register for the workshops they feel are of most benefit to them.

Each of the following workshops begins with basics and advances to cover maintenance, adjustments, troubleshooting, and safety aspects:

• Dowel Bar Insertion;

Virginia

 

Van Trip Spotlights Concrete Rehabilitation Solutions... Representatives from ACPA national and chapter staff, the Federal Highway Administration, and other industry organizations visited concrete pavement sites in the Hampton Roads and Richmond Districts, October 10-12, on a van trip coordinated by ACPA-Northeast Chapter staff and the Virginia Department of Transportation (VDOT).

Robert Long, Jr., Regional Director of ACPA-Northeast, worked with local VDOT personnel to organize the trip.

Van trip participants examine a CPR project on I-64 near Chesapeake, Va.   Participants toured pavement sites in need of rehabilitation, as well as pavements showing excellent performance.


The tour also showed participants a nighttime concrete pavement restoration (CPR) project under construction, where they viewed full depth repairs and diamond grinding.

Additionally, the tour highlighted two 10-year-old thin bonded concrete overlays in excellent condition to feature another tool available to VDOT representatives for CPR.

The tour brought together industry representatives out on the grade to view real needs and open up a dialogue between officials and industry members on the best, most cost-effective rehabilitation solutions for concrete pavements.

Western States Chapter Announces
New Executive Director
 

 

The Western States Chapter - ACPA announced the appointment of Tim Hackworth, P.E., as the incoming Executive Director of the Western States Chapter.

Hackworth will succeed Tom Salata, the current Executive Director, who will be retiring at the end of the year. The transition will begin over the next few months with the official exchange of duties effective January 1.

Hackworth currently is the Public Works Director for Placer County, Calif. In this role, he is responsible for the overall operation of the public works program for the County. Duties include the supervision of 260 employees and the implementation of a $70 million annual budget.

Tim Hackworth has been appointed the new Executive Director of the Western States Chapter - ACPA.  
He also is directly responsible for the function and performance of the entire Public Works Agency, consisting of Road Maintenance Fleet Services; Roadway and Bridge; Design and Construction Finance; Land Development; Engineering & Map Processing; Transportation Planning Transit (two systems); Lake Tahoe Erosion Control Design & Construction; and Flood Control.

Previously, he was the Director of Public Works for the city of Grass Valley, Calif. Before he entered public service, Hackworth owned his own public works consulting firm.

After his first year with the Western States Chapter, he will relocate the Chapter offices to Grass Valley, Calif., which is central to both Sacramento, Calif., and Carson City, Nev., the two political headquarters of California and Nevada.

He earned his Bachelor of Science Civil Engineering degree at California Polytechnic University, Pomona, CA, He also is the President of the County Engineers Association of California.

"We are very fortunate to have selected Tim Hackworth as our incoming Executive Director," said Bill Larson, Vice President - Regional Promotion (SW) for CEMEX and current Chairman of the Western States Chapter Board of Directors. "We would also like to thank Tom Salata for his eight years of excellent service and dedication to the advancement of concrete pavement in California and Nevada."

Western States, ACPA and Caltrans Hold Meeting for Quieter Roadways... The ACPA - Western States Chapter recently and the California Department of Transportation (Caltrans) met recently to discuss ongoing and future research needs for concrete highways.

The meeting, themed, "Forging a Partnership for Quieter Roadways," presented the two groups with the opportunity to present current research and plans.


Paul Wiegand, transportation research engineer with the Iowa Center for Transportation Research and Education, detailed current and future concrete pavement projects at the National Concrete Pavement Technology Center at Iowa State University.

Tom Pyle, Chief of Rigid Pavement and Structural Concrete, from Caltrans' Office of Pavement Standards, also presented the agency's concrete pavement program, noting concrete's success on California's roads.

"The concrete pavement designed by our forefathers really only has one mistake — it was a 20-year design that is lasting 30 to 40 years," Pyle said, emphasizing that pavement selection needs to be based primarily on durability.

Caltrans officials also want to implement a standardized and systemized approach to training and expressed interest in working with ACPA in that regard, said Leif Wathne, P.E., ACPA Director - Highways.

In addition to Tom Salata, Executive Director, Western States Chapter, participants at the meeting included Tim Hackworth, the incoming Executive Director; and Carolyn P. Ewing, Government Affairs Director.

Representing ACPA national staff were Larry Scofield, P.E., Director - Environmental Technology and Wathne. John Roberts, Executive Director, International Grooving & Grinding Association also participated.

The two organizations agreed to coordinate and share future research findings and initiatives.

Are Surface Treatments Needed to Prevent Scaling?
 
As temperatures start to drop and contractors finish jobs for the winter, concerns may develop about the durability of recently-placed concrete pavements.

In some instances, this concern might be warranted. But in most cases, properly constructed, air-entrained concrete pavements can withstand a significant number of freeze-thaw cycles during the first winter -without any detriment to the pavement.

 
Four major factors are essential to durability of these pavements. First, it is critical that the mix design, proportioning, and materials selection are adequate for the climatic and service conditions.   Contractors rushing to place concrete pavement before winter can take several steps to ensure the new pavement will endure the harsh season without scaling.

Primary concerns in this phase should be:
Appropriate content of cementitious materials;
• Low water-cementitious materials (w/cm) ratio;
• Sound, clean, durable, well-graded aggregates;
• Adequate air void system (not just air content); and
• Proper proportioning, mixing, placement, and finishing.

The second critical item is curing of the concrete pavement. Curing is essential for ensuring durability. If improper or inadequate curing measures are used, the likelihood of premature distresses increases dramatically.

The third factor to consider for a durable, scale-free concrete pavement is a period of air drying. A minimum of 30 days, after the curing period has ceased, is recommended to allow excess water to evaporate from the slab. During this time, deicers should not be used. In fact, some municipal agencies do not allow deicer salts to be used for the first one or two winters of a new concrete pavement.

The last consideration is the use of a surface treatment or sealer. In general, surface treatments are not needed on good quality concrete pavements that have been properly constructed. However, the use of a boiled linseed oil or silane/siloxane treatment may be warranted if there is concern or if prior experience dictates its use. Sealing the surface of a concrete pavement might be an inexpensive way of preventing scaling of a concrete pavement if there is any doubt about its inherent scale-resistance.
